Will the IC work accurately if Vcc1 is 5V and Vcc2 is 3.3?

Yes, TI’s digital isolators, including ISO7741, will operate normally and accurate to the datasheet if Vcc1 = 5V and Vcc2 = 3.3V or vice versa.
Note that input signals should match the corresponding Vcc level and the output signals will match the corresponding Vcc as well.
