ISO7741: Where to tie unused inputs

For the ISO7741, should an unused input be tied high or low to inhibit the frequency carrier for that channel?  (In the datasheet, figure 19 implies that a high level turns on the carrier;  Fig 20 shows that the low level turns on the carrier.)

    Welcome to E2E! A device's default output state determines how unused inputs should be connected to prevent transmission of the carrier frequency in the channel.

    For devices that have an "-F" suffix, like ISO7741F, the unused inputs should be connected to GND, and for devices that do not have an "-F" suffix, like ISO7741, unused inputs should be connected to Vcc.
