The EN pull up current is 0.5uA and is enough to drive the EN pin high and enable its respective regulator. The EN is voltage driven so it is CMOS input. To disable the regulator the EN pin voltage should be lower than 0.7V. That means the RST signal low level should be less than 0.7V
