Are ZStack 2.3 and ZStack 2.5.1a compatible?

at first, I use ZStack 2.3, now I try to use ZStack 2.5.1a, but I can't scan any coordinater(2.3) by end device(2.5.1a), the scan channel is double checked, I both use SE/SampleApp for debug,the end device alway in disc state, I use MANAGED_SCAN to check, channel is no problem, who knows anything about this issue??
