TRF7970A do is compatible with Android 4.4 Host Card Emulation (HCE)?

    yes - in fact, NFCLink (using NCI) is exactly that, for Android or Win8 systems (in CE mode, for HCE)

    otherwise, for reading, for sure it can read out HCE tag inside Android phone as well.
