CD4013B: Do CD4013B not the same as 74HCS72,74HCS74 ?

Hi TI:

I use a schmitt buffer and CD4013 to realize a long push button circuit.

Long press 1 second to toggle STB_CTRL signal.

short press will not change STB_CTRL.

I want to replace it with a schmitt input D Flip-flop 74HCS72,74HCS74.

One logic IC replace two parts.

But I found there is nonstable state on 74HCS72,74HCS74

But CD4013 do not have this nonstable state.

I only found  74HCS72 or 74HCS74 these two parts can have schmitt trigger input D flip flop.

I can not use one schmitt trigger input D flip flop 74HCS72 or 74HCS74 to replace schmitt buffer 74LVC1G17+CD4013?

Or CD4013 also have this nonstable state,but not written in the datasheet ? 

Will this long push button circuit have some side effect?
