I have a question about interfacing a TI TLC139MFKB open drain 5V device to TI 74CBTD3384 (5v to 3.3V translator) which then interfaces to a 3.3V TTL FPGA input pin. Do I need a pull up to 3.3V or to 5V on the TLC139 pin?

You will need to pullup the 5V open drain side. However I dont know why you dont just pull up the open drain output to 3.3V and you would not need a translator.
