These OPNs are not for the CD4068B but for the CD4068B-MIL.
"3A" indicates MIL-PRF-38535 qualification; see High Reliability Part Numbering System.

Both PNs, CD4068BF and CD4068BF3A, are from your CD4068B-MIL series.
If only CD4068BF3A is MIL-PRF-38535 qualified, why would CD4068BF belong to CD4068B-MIL and not CD4068B?

(I am not, and have never been, a TI or Harris employee.)
CD4068BF and CD4068BF3A are the same chip itself (in a ceramic DIP package). MIL-PRF-38535 is testing and paperwork.
