Thank you very much for responding to my post and the document to calculate rise times.
Let me run this by you:
ROL = 0.7V / 12mA = 58.3 ohms
ROH = (3 - 2.3)V / 12mA = 58.3 ohms
TLH = THL(max) = 58.3 x 50pF x 2 = 5.83nsec.
Got it. But that is when the VCCA and VCCB are the same voltage, 3V.
How about when VCCA is 1.8 and VCCB is 3.3?
Should I refer to 6.11 in the datasheet?

The propagation delay is a different characteristic.
For a translator, just use the supply voltage on the output side.
