The count of the component upwards is normal, but downwards values change not in the way that describes counting down. It seems as if values between 0 and 15 are received randomly.
PL=H, CP=Rising edge, CE=L U/D=L : count Up is Fine
PL=H, CP=Rising edge, CE=L U/D=H : count Down is RANDOM
