Hi Qiang,
Vtp is the threshold for a PMOS transistor. To turn OFF a pFET, gate voltage Vg > Vtp and Vg < Vtp to ON.
Hence, Vtp is considered when calculating the enable / disable time (i.e time to go from off-state Hi-z to a defined High/Low or from a defined High/Low level to off-state Hi-z), thanks.
