"Normal" does not tell us anything.

What are the voltages you are measuring at DSP_FAULT, DSP_FAULT_OUT, and FAULT_OUT_3.3?

DSP_FAULT：3.3V,

DSP_FAULT_OUT：0, and

FAULT_OUT_3.3：3.3V

Does the output change when DSP_FAULT goes low?

What is the marking on the chip?

The marking looks correct.

If the output is low when the input is high, then the device must be damaged. Try another chip.
