I am looking for a low latency tPLH/tPHL and low part skew 1.5V to 3.3V or 2.5V level translation chip.

expecting tPLH <2 ns,

tPLH part skew <250ps

the lower the better

can you help to see if it is possible

The device with the best skew specifications is the TXV0106. It does not match these limits.

The fastest LVDS receivers can do 600 Mbps (300 MHz); here is a list: ti.com/interface/lvds-m-lvds-pecl/products.html#404=Receiver&976=600

As far as I can see, the SN65EPT21 has the lowest propagation delay. Its worst-case part-to-part skew still is 500 ps, but this probably includes temperature differences. Use the SN65EPT23 for multiple signals.
