Tool/software:

I have noticed that some new parts received from TI.com have dull, copper looking IC pins.

This is for 74HC logic

ie, SN74HC00N, SN74HC04N ect...

Why is this ?

Some look like the older IC's before RoHS(nice and shiny), new RoHS IC pins are sometimes dull or copper that do not display proper plating.
