SN74LS07D needs to find an industrial grade alternative that supports TTL level input. We have tried SN74LVC07AD but it cannot be used. Please recommend one

The only TTL input device with open drain outputs is going to be the SN74ACT7541.

Can you give me some suggestions to adjust the circuit so that SN74LVC07A or SN74LV07 can be used on TTL input circuits?
You could run the device at a lower voltage. Running the device at 3.3 V converts the VIH and VIL to what you would expect from a TTL device.
The SN74LVC07A also has overvoltage tolerant inputs so if you just want the device to switch at 2 V you can still have the final voltage be around the 5 V range.
Then the Pull-ups can be left the same at the output as the output voltage can be whatever was designed with previously
