No. The SN74LVC04A uses buffered inverters; the SN74LVC1404's XIN/XOUT inverters are unbuffered. Buffered inverters are not suitable for a crystal driver.
Why are you asking this question? What is the actual problem you're trying to solve?
The '04 (SN74LVC04A or SN74LVC1G04) is not suitable for any oscillator because it works only with digital input signals.
For a crystal oscillator, you must use an unbuffered inverter (SN74LVC1GU04, SN74LVC1GX04, SN74LVC1404) because the inverter is used as an analog amplifier.
For a LC or RC oscillator, you must use a Schmitt-trigger inverter (SN74LVC1G14, SN74LVC14A) or a comparator because the input signal has slow edges.
