SN5400: Pinout Discrepancy with Mil-Spec

I have a question on the SN54LS00J part (https://www.ti.com/product/SN54LS00/part-details/SN54LS00J)

The datasheet's pinout calls out:

Pin 9	3B
Pin 10	3A
Pin 12	4B
Pin 13	4A

However, the mil-spec it links to (M38510/300E) lists the following on Page 6:

Is this discrepancy intentional?

In addition, I found an older release of the spec (Oct 2003) where the Pin 9/10 and 12/13 match the Mil-Spec, rather than the current datasheet.

For NAND gates, there is no difference between A and B.

Good to know!

Do you know why the TI datasheet swapped the A's and B's between revisions though? Albeit arbitrary, I thought it would've been better if it matched the Mil-Spec's callout.
