Does someone know the part number for a level shifter that has the exact (preferable) or very similar performance to the 74LVC2T45, but it has inverting outputs?
The application is up and down voltage translation from 3.3V/5V with an FPGA.

I've never heard of a "popcorn" logic family. Anyway, assuming that the direction signal is 3.3 V, the simplest solution uses four chips altogether, with this circuit times two:
The down translation can be done with inverters with three-state outputs and 5V-tolerant inputs (SN74LVC2G240) running at 3.3 V.
There is no similar device for up translation, so you have to combine plain inverters (SN74LVC2G04 or SN74AUP2G04) running at 3.3 V, and three-state buffers with TTL-compatible inputs (2× SN74AHCT1G126; there is no two-gate chip).
