SN74HC165: QH State on Startup

I'm using the SN74HC165NSR and upon power up, the QH pin will sometimes read 40 ohms and 1M+ ohms other times in reference to ground. I have a pullup resistor on the QH line which is also attached to a normally open switch. When it starts up with 40 ohms, it pulls that line down. I have the recommended 0.1uF decoupling cap on VDD, close to the part.

I've tried to increase the decoupling capacitance by adding a 1uF and then a 10uF but nothing seems to give me a consistent result. Why would Qh (a high impedance output) ever read 40 ohms to ground? I know this part is causing the issue because I lifted pin 9 to remove it from the circuit and everything works fine.
