My customer considers to use CD4044B.
If he doesn't use Q4, is the following correct?

Q4=open, S4=R4=GND(0V)

Hello Yaita-san,
Yes, the CMOS output Q4 can be left open, and the CMOS inputs S4 and R4 need to be driven to a valid logic level (Vcc or GND is OK).
