The IBIS model for the SN74HC595B can be used to get a very good idea of the performance of the SN74HC139. The model is located here: www.ti.com/.../toolssoftware
At the frequencies these devices operate (<70MHz) the package parasitics play an extremely limited role in signal integrity. We also have an IBIS model for the SN74HC244 if you'd like to compare different packages, although this device does have a very slightly stronger output driver than the SN74HC139.
