What is the state of I/O of this device when there is no power for both the supplies VCCA and VCCB. Will the device allow any leakage path?

Hi Kamesh,
The AVC2T45 supports Ioff partial power down mode or Vcc isolation, wherein the IO ports are in Hi-z when either one or both supplies are held at 0V.
The electrial spec in the datasheet lists the Ioff leakage current numbers.

The datasheet mentioned about either or only. Are you sure that when both the supplies are not there , the I/O's will be in high impedance state

Either one or both supplies powered down ensures Ioff Vcc isolation.
