CD74HC4094: Does this have reset?

Our system specifically requires that upon system bootup, all outputs be low.  Will a system shutdown/loss of power reset this device?  We cannot rely on proper shut procedure for this application.  The enable line is currently pulled high on the schematic.  For this to work as I have stated, do we need to control that enable line?

    The CD74HC4094 is considered a 'latched device,' meaning that the data inside it is stored in logic latches. Since these circuits are inherently unstable during power-on, there's no guarantee that the outputs will be in a specific logic state at startup.

    There is no direct reset for this device. The outputs could be placed into a high impedance state with the OE pin, then pulled down with resistors to keep the outputs LOW until data can be clocked through by the system controller.
