The requirement

1) Supply Voltage = 1.8V
2) Un-buffered Inverter
3) 5V Tolerant Inputs
4) 5V Tolerant outputs
5) 6 pcs Inverter circuit like SN74LVCU04

There is no unbuffered inverter whose output can be pulled higher than the supply voltage.

Can you tell me what the goal is of this device? Unbuffered inverters are typically only used in oscillator circuits, so I'm curious if this is just an oscillator application?
