Can I directly connect the DIR pin of the SN74AVC2T45DCTR to the MCU port?

    Yes, if the MCU's I/O voltage is in the allowed range, i.e., at least the SN74AVC2T45's VCC, and at most 3.6 V.

    If you care about the direction while the MCU is still in reset, you need a weak pull-up or pull-down resistor.
