Unfortunately, I could not find ESD data for this part. I would use a newer part like the SN74LVC06A.

I couldn't find ESD rating of SN74LVC06A, nether. In the meantime, the customer found SN74LS06. In terms of ESD rating, can SN74LS06 be stronger than SN7406? The customer has issue that SN7406 was broken caused by high voltage noise event, most likely ESD or surge. To understand how high voltage may damage SN7406, the customer wants to know ESD rating of the device. Now the customer understands no ESD data for SN7406. Could TI mention reference ESD rating for SN7406? For example, ESD rating of SN7406 should be less than SN74LS06 or something like that. The customer couldn't decide whether they should add ESD protection device, or how to select it.

The ESD protection of all these logic devices is designed for ESD events that happen during automated manufacturing. Those are relatively small.
If ESD events or surges happen during usage, they are likely to be much larger, and definitely require additional ESD/surge protection. Nobody here knows how large those disturbances can be; this depends on the board design and the environment.
