Dears.

As shown below, the SW is located in front of the input pin, so when opened, the level is floating.

Can you lower the output pin to low level by applying a pull-down resistance?

Again, when the SW is short, ask if the output of this circuit can go to the high level.

Hi Henry,

You can have a pulldown resistor at the output to keep the output low, however, floating input pins on CMOS devices are not recommended as it will cause high Icc current potentially destroying the device or cause long term reliability issues.

What is the purpose of the resistor between the switch and GND? You should drop it and add a pull-up resistor between the switch and the inverter's input.
