Hi, I just want to double confirm that there is no internal PU/PD in the input pin(OE, A), so external ones are needed for unwanted noise coupling, right?

The I_I specification shows that there is indeed no internal PU/PD.

If you want to have a fixed voltage level at an input, you do not need a PU/PD and can connect the pin directly to V_CC or GND.
