SN74ALVC164245: impedance between VCCA and VCCB

Hello，

 What is the impedance between VCCA and VCCB of SN74ALVC164245? Our customer tested 1.5ohm only when power supply, but when it removed from the board, the impedance could get to thousands of ohm. And if he tested directly with bare IC which hasn't been soldered to board, the impedance is also only 1.5ohm.  Could you please help to confirm this problem?
