For which package is theta JC required?
As for maximum junction temperature, please see the following FAQ: [FAQ] What is the maximum junction temperature (TJMAX) for a device?
And for operating junction temperature, the power dissipation of logic devices is generally very low with very minimal temperature increase, so the TA in the device is what would be recommended to look at. If TA = 85, then the ambient temp can be up to 85 and the power consumption would generally not increase the junction more than a couple degrees even in high power dissipation scenarios.
