I am planning to use SN74LV1T08DBVR part for reset logic.
Can i connect the input A and input B at different voltage like input A is at 3.3V and input B is at 1.8 voltage ?

Yes, you can absolutely put different voltages into the inputs of the SN74LV1T08 - that's one of the great benefits of the LV1T family of parts!
You will just want to be careful to follow the VIH and VIL values shown in section 4.4 Electrical Characteristics on the datasheet. If your VCC is larger than 4.5 V, then a 1.8 V input will not be recognized as a 'logic high'.
