I would like to confirm exactly about the datasheet spec of Input transition rise or fall rate.

We should measure by (B) of the following figure, is it correct?

My customer measured by (A), And, the results is over the recommended operating conditions.

Any voltages below V_IL or above V_IH are guaranteed to be read as a valid logic level, so the Δt/Δv restriction cannot apply outside this range.

Please note that by measuring the time from when the voltage crosses V_IL to when it crosses V_IH, you compute the average transition rate, but that the Δt/Δv restriction applies to all points of the curve. (This makes a difference only if the curve is not approximately a straight line.)
