The reliability of a logic device is linked to the recommended operating conditions in the datasheet. As long as the device is operated within the recommended operating conditions, the reliability data provided for the device is valid.
If, for example, a device has a recommended maximum input voltage of 5.5V, and an absolute maximum input voltage of 6.5V, then reliability would only be guaranteed up to 5.5V, and reliability could be reduced with an input voltage between 5.5V and 6.5V. Beyond 6.5V the device could fail immediately.
