I'd like to confirm the customer use case is okay or not.

Could you please check the questions below?

1: Is it okay to add a reset circuit connecting OE?

2: Is it okay to connect OE to Vcca directly?

1. Yes

2. Pulling OE down during power up ensures that the I/O pins are in the high-impedance state. If you do not care about the state of the I/Os during power up, then you can connect OE directly to V_CC.

Hey Kazuki,

I'd like to add to Clemens' first answer assuming you are talking about an RC delay: Technically, the answer is yes as long as you don't violate the input transition rate spec, but this will likely be impossible if you directly connect the RC. You will need an additional schmitt-trigger buffer to handle the slow transition.
