No; if OE needs to be pulled down, you need an external resistor (as shown in figure 9-1 and section 11.2).

Are you referring to TXB0108 data sheet ?

I don't see figure 9-1 and section 11.2). relevant to mentioned topic

Thank you Clemens / Dilip.

In current design. I don't have option for external pull-down. Only option for Pull-Up is available. I need to disable the device. Hence, I was checking whether the device do have a internal pull-down.

The only way to disable the TXB is to pull OE low, or to force V_CCA or V_CCB to 0 V.
