See the falling edge detector in section 4.2.2.2 of Designing With the SN74LVC1G123 Monostable Multivibrator. Combine the output with the input with an OR gate.
Alternativelly, you can use an RC delay at one input of a Schmitt-trigger OR gate (e.g., SN74LVC1G58) to delay only falling edges. Due to the loose tolerances of the switching thresholds, the delay time is not as well controlled:
