I think you have a typo in the second part number -- we don't have an 'ATC' logic family. Assuming you meant ACT instead.

Both are "08" functions (quad 2-input AND gates) and both are in the "D" package (SOIC).
The primary difference between the two part numbers you've listed is the family -- probably HC vs ACT. There's a Logic Guide that goes into details on each family's features.
The "T" indicates "TTL-Compatible CMOS inputs"
If you actually mean the SN74ACT08DR: the main difference is that the latter has TTL-compatible inputs, higher drive strength, and higher speed. (See www.ti.com/assets/js/compareParts/compare.html?parts=SN74HC08,SN74ACT08.) In other words, neither the inputs nor the outputs are 100 % compatible, depending on circumstances.
What is the actual problem you're trying to solve? There might be a better alternative for either one.
