Why is the difference between min value & max value of the positive-goning input threshold voltage of this buffer so large?

As the following figure shows, the min value of positive-going threshold is even larger than max value of negative-going threshold.

    These are the values that can be guaranteed across process and temperature changes for the device.

    Note that there is also a Hysteresis value (the next section down in your screenshot) that guarantees a minimum difference between VT+ and VT-. For example, if your positive-going threshold were as low as 1.9V, then the negative-going threshold has a maximum value of 1.9-0.6 = 1.3V.
