You don't need an emulator for Stellaris!
In fact, you really don't even want an emulator - they are big, nasty, cumbersome, expensive things: http://bit.ly/QOtEH5
All you need is a Debug Adaptor to give you access to the internal debug hardware within the Stellaris chip: http://bit.ly/SUv1mg
These are also commonly known as "JTAG Adaptors", or "JTAG Probes", or similar - as JTAG is (or, until recently, was?) the commonest form of connection to on-chip debug hardware.

You will need to choose an adaptor which is compatible with whatever software toolset you are using.
eg,
TI's own Stellaris boards have the debug adaptor built-in (most manufacturers are doing this these days).
I dont want to use the hardware to be connected, to debug the program.

Nope. Still question is:
Currently i load the program into the controller board, use In circuit emulator(on board) to debug the program.
I want to debug the program and see the various port/register values without connecting the actual controller, i.e., by simulating them. for which any simulator available?

There is no simulator that I know of that is going to let you do any meaningful debug of an actual application. There is a Cortex-M simulator as a target within CCS, but that is just simulating the core. It is useful for testing algorithms and things that do not need to do any IO. You can use it to measure processor cycles and do code coverage and things like that, but it does not simulate any peripherals or IO. At one time, Keil had within their uVision IDE a fairly complete Stellaris simulation but I dont know if that is still maintained.

They have given up trying to maintain complete simulations of all the peripherals for all the chips they support.
