I try to the TI website to download TI Control Card related data, but some of the data cannot be downloaded and an error message will be displayed
Is there a way for me to download these materials?

I have confirmed that I too cannot download these resources, sorry for the inconvenience. I have started contacting relevant parties to get this fixed.

For now all of these files are available in C2000Ware, Please download it and look in C:\ti\c2000\C2000Ware_3_03_00_00\boards\controlCARDs\TMDSCNCD28377D\R1_1_A

Finally please note that the TMDSCNCD38377D controlCARD is no longer produced, it has been replaced with the superset TMDSCNCD28379D controlCARD.
