TMS320F28034: down load problem

A control board of tms320f28034 is soldered well. The power supply voltage, crystal oscillator and chip reset signal are normal. The signal from the emulator to the chip pin is tested. The signal from the emulator to the chip pin can be detected from the 28034 chip pin. The later signal can't be detected, and the program can't be downloaded into the MCU.

    There are many ways a device can be damaged, were ESD protocols followed any time the device was handled? During assembly, test, setup and use?

    Have you verified that all signals that connect to the device are the correct logic level and do not exceed 3.3V or go negative?

    Please also look over your design, is it possible that you have made a connection which is causing an unintentional high current path?
