I do not believe we have that. You will have to implement it by reading the TRM.
You could also implement it inside the CLB inside the C2000 device.

You should be able to design an EQEP in the C2000 CLB. Please review the CLB TRM chapter and other CLB collateral to learn how to design with the CLB.
