In a the short answer, No. There is not one single manual for all the hardware.

However, the documentation is in a number of manuals. There is the device datasheet and manuals for each of the peripherals. You will find these on the F28035 page (search for F28035 in the search by part number box). You should be able to find all the information you need about the chip in those documents.
