TMS320F280049C: Why is the default interrupt handler preceded by a static modifier

Dear all, 

    I found that in the driverlib, the default interrupt handler is defined with "static" as you can see in the following picture. However, this function is located in a header file, which means that every source file that includes this function will have a backup in the memory. Why does driverlib do this ?
