For 28388D's ADC, if it is operating in differential mode, the S+H capacitor will start discharged or pre-charged to a voltage close to the previous channel?

If the ADC is operating in differential mode, the S+H capacitor voltage will start close to the previously sampled (differential) voltage.
The only special case is for ADCs that support differential mode, but are operating in single-ended mode, then the S+H capacitor can sometimes start discharged (the specific circumstances are described in the text snippet you posted).
