I believe in this configuration the eCAP will give Time Difference(Delta) for each value of TS, so TS1 would be the active high time of the pulse and TS2 would be active low time. You would need to scale the numerical output with the eCAP clock + its prescaler(which you have at 0 or no prescale). I believe the max eCAP clock is equal to SYSCLK, but is derived from PERx.SYSCLK.
I'll ask the MW team to add their comments in case I've missed something.

I've asked some other to give their comment on this one, but it seems they haven't replied yet.
I was basing my statement on the example on page 2142 of the Device TRM, but that example is using all 4 CAPs in each eCAP module, so I may have gotten off a bit from your example. Take a look and see if you think there is a delta in your settings and the example, and I'll see if I can get some more comments from others at TI as well.
