The code runs into the red box, which will work approximately 800 - 900ns, and then fall into the while dead loop. What could be the reason for this?

The max CPU speed supported on this device is 60MHz, we can't guarantee correct operation of the device when operated outside this specification. I suspect that as the PLL attempts to lock to 120MHz the logic on the device will no longer be in a known state, hence why the customer is seeing the device fail a few instruction after the PLL is written to.
The only solution is to keep the device within its datasheet specification of 60MHz.
