I have read this before, so on my design i have this connector on my board, the only purpose is to provide 3.3V for the micro on my board for debugging. however, when i connected the debugger usb side to my computer and measure pin 3 and pin 4, there is no voltage output from the debugger Aux connector.

I haven't tested it myself, but Section 3.7.3.3 - Power describes how to use the dbgjtag utility to control the power supply pins to the target board.
I think when the XDS110 is connected to the USB, it doesn't automatically supply power to the target until either a debug session is started or the dbgjtag power option is used.
