TMS320F280049: Can't programming to flash

My software is based on TIDM-DC-DC-buck, but the micro on board is F280049(instead of F280049C,this shouldn't be the problem though). This is a custom design, brand new board. Boot1 pin gpio24 and boot2 pin gpio32 are connected to 3.3V through 10k resistor. I encounter this error when download program to flash.

I am able program the following example to the micro, which is based on a boot to RAM link command file. I think the problem is if the linker command file point to flash to download the firmware, it won't work. Please help me.
