That's correct, however version 0 was never released to the market, only version A was. So you shouldn't have any worries regarding these erratas.

May I ask whether there are application notes about F28388 and F280039, or a summary of problems that should be paid attention to in the design, and similar materials for our reference

Erratas are always good to check, like you've done already.
We have the new Hardware guide linked below. It's intended for F2800x devices (like F280039), but a lot of it is applicable to F2838x as well.

I'd recommend you take a look at the respective device ControlCard designs for a HW reference. The design files can be found within the C2000WARE install directory below:
